Leadership Team

  • Dr. Guile has four decades of project and leadership experience in R&D policy and practice, including 1983-1996 as staff lead at the US National Academy of Engineering. Since leaving the NAE in 1996 he been continuously engaged in leadership roles – working closely with companies, research universities, and funders worldwide – in strategy, design, and launch of new R&D and related higher education enterprises.

  • Dr. Pisano joined the Jacobs School of as Professor and Dean in 2013 after a long career as head of Mechanical Engineering at UC Berkeley as well as Program Manager at DARPA. He was elected to the National Academy of Engineering in 2002 for contributions to the design, fabrication, commercialization, and educational aspects of microelectromechanical systems (MEMS). At UC San Diego, Pisano holds faculty appointments in the departments of mechanical and aerospace engineering and electrical and computer engineering.

  • Dr. Schuelke was appointed president of Fraunhofer USA in 2018. He joined Fraunhofer USA in 1998 to lead the thin film coatings technology laboratory which joined forces with Michigan State University in 2003 to combine research efforts in diamond and diamond-like carbon materials, related synthesis technologies and applications. Dr. Schuelke has published more than 70 peer reviewed scientific papers, holds 15 patents and has contributed to several book chapters.

Applied Research Consortia (ARC) Project Leadership Team

The ARC project is an initiative of Fraunhofer USA with the Jacobs School of Engineering at UC San Diego as the lead academic partner.
 
Bruce Guile leads the ARC Project working closely with Thomas Schuelke, president of Fraunhofer USA, and Albert P. Pisano, dean of the Jacobs School at UCSD.

Advisors

  • Marjory's career has centered on science and technology policy. She has held leadership roles in the three elite U.S. venues for providing science and technology advice to the government (the former congressional Office of Technology Assessment; the National Academies of Sciences, Engineering, and Medicine; and the President's Council of Advisors on Science and Technology) and in other organizations. Her work has addressed the innovation life cycle, from basic and applied research through implementation, distribution, and evolving use cases across a variety of technologies. She continues to advise a variety of organizations on science and technology policy and strategy.

  • Dr. Bogle is responsible for early career researchers at UCL across all disciplines. He is currently President of the Institution of Chemical Engineers, on the Board of SusChem (European Platform for Sustainable Chemistry) and from 2018-22 was Scientific Vice President of the European Federation of Chemical Engineers. His expertise is in Process Systems Engineering and Systems Biology. He was elected Fellow of the Royal Academy of Engineering in 2005.

  • Harry Broadman has worked over the last three and a half decades as a global executive in international finance, banking, and private equity across a wide variety of industries spanning 6 continents. He is an independent director on several corporate and non-profit boards and a faculty member at Johns Hopkins University. He served as a senior White House official on the President’s Council of Economic Advisers and as the lead negotiator for all U.S. international science and technology (S&T) agreements, U.S. bilateral investment treaties, and the creation of the General Agreement on Trade in Services (GATS) as part of the establishment of the WTO. He served on the Committee on Foreign Investment in the United States (CFIUS) as well as a senior professional committee staff member in the U.S. Senate. He led the World Bank’s programs in China and Russia; served as Chief Economist of PwC; and worked at the RAND Corporation.

  • Dr. Delpy was at UCL from 1972–2007, the final seven years as Vice-Provost (Research). He was CEO of the Engineering & Physical Sciences Research Council (2007–2014) then Chaired the UK Quantum Technology SAB from 2014-2019. He is currently Honorary Treasurer of the Institute of Physics and a Fellow of the Royal Society, the Royal Academy of Engineering and the Academy of Medical Sciences. He was awarded a CBE in 2014.

  • Neil Fraser retired in July 2022 from his role as President, Medtronic Canada and an Officer of Medtronic plc, a global leader in healthcare technology. He is currently a board member of Sona Nanotech Inc. (Halifax NS) and Cloud DX (Kitchener ON) and is, or has been, a member of various industry association, non-profit, and government boards including CDHowe Institute Health Policy Council, EXCITE International, Medtech Canada (industry association), Baycrest Health Sciences, the Federal Advisory Panel on Health Innovation and the Federal Health & Biosciences Economic Strategy Table. Educated as chemical engineer, Neil is frequently invited to speak on value-based procurement and outcomes-based healthcare innovation. In 2022, he was awarded the “Distinguished Leader Award” by the Canadian College of Health Leaders.

  • Mr. Hoffman established Elevated Advisors LLC after a successful 36-year career with The Boeing Company performing research in advanced structures and leading the company’s transformation to an open innovation model via international technology collaboration as Director - Global Technology Strategy. He served as Vice President of Intellectual Property Management during the final eight years of his career at Boeing with corporate level responsible for the company’s patent portfolio, licensing business and trade secret protection.

  • Dr. Taniguchi is an internationally trained surgeon in the field of oncology with extensive R&D experience in major global pharmaceutical companies including AstraZeneca, Bristol Myers Squibb and Merck. He is currently responsible for developing and commercializing all Astellas innovative medicines in oncology, cell & gene therapy and rare diseases etc. Before joining Astellas, he was the Senior Vice President, Head of Global Medical Affairs, Oncology Business Unit at AstraZeneca PLC.

ARC is focused on responding to increasing company, government, and public awareness that the security and prosperity of liberal democracies depends on cross-border collaboration. Advisor contributions, coordinated by ARC staff, are critical to this effort. Policy conclusions and recommendations published and disseminated by the project are, however, entirely the responsibility of named authors of each publication.
